The mempool is bitcoin’s waiting room: transactions that are valid but not yet in a block. Blocks arrive about every 10 minutes and can only hold so much.
When lots of people want in now, they bid higher fees (satoshis per virtual byte). High bars mean a hot fee auction. An empty cheap mempool is spare capacity, not “bitcoin is unused” — fee markets are bursty.
