Hashrate is how much computing power miners are throwing at the network, in EH/s (a huge number of hashes per second). More hashrate generally means more security and more miner competition.
Difficulty (retargeted every 2016 blocks) climbs when blocks have been coming in faster than 10 minutes, and falls when they have been slow. Together they are the mining weather, not the dollar price.
