Hashrate is how much computing power is securing the network. Two moving averages of that power (30-day and 60-day) make a “ribbon.”

When the faster average crosses back above the slower one after a miner-stress dip, the chart drops a green recovery triangle on price. That analog has marked several miner-capitulation bottoms. It is about miners, not about ETF flows.
