DXY is a score for the US dollar against a basket of other currencies (euro-heavy, then yen, pound, and friends). Higher means a stronger dollar.
A strong dollar is a tighter world: people who borrowed dollars feel squeezed, and dollar commodities often wobble. Bitcoin has often (not always) struggled when DXY is ripping higher.
